About the breakthrough, no that is unique to the tuners. That's what distinguishes a good tuner from another. Some are just better at it. I'm not sure I understand your base profile question. The way it works is simple. Hp tuners or EFI live develop a program that allows tuners to successfully alter parameters of a car. After that, it's all the tuner.
Locking tunes is generally up to the tuner. It's actually a topic of much debate. But most respected tuners don't lock tunes. Also, trifecta doesn't lock their tunes. Just so u know.

Good to know! By base profile I meant something along the lines of if enough tuners have all tuned the same ECM/vehicle then perhaps the software vendors might have basic tunes available for download. Based on your answer to the other question though, it sounds like it's totally up to the tuner and their skill/experience.
Reason I ask is because I hear lots of good things about Matt @ FSP but I'd rather not have to drive to him, make him come to me, or deal with the issues of remote trial and error. There is a shop local here in Tallahassee that is known to do great work, including tuning with HP Tuners. As soon as I get some more mods worth tuning (like say nitrous), I'll want to get it done. For now, mere speculation on my part.
