There was no such thing as pixel shading back then. If anything you can call it film stock shading. They filmed everything in black and white initially and had all that they wanted to color in in white. The guys working on TRON had the unenviable task of having to manually mask every single frame and paint in the glow essentially by hand.
Now you can do the same thing by hand..

From what I can tell in the latest trailer in HD, is that the glowing effect does not lok as good as it was done back then simply because it is too perfect, and the characters faces look too CGI'ish since the technology isn't there yet to fully mimic human skin and eyes.. (take a look at Matrix Reloaded and you can easily tell when it is CGI Neo.) I just think Disney would have been better off to film it live action with the suits and using the same technique but much easier with the method above.. Instead all of it is CGI including the faces.. To me its too much...
As for Tron, the original, I used to love going to the arcade and playing the original Tron game along with the Indiana Jones one and the Temple of Doom which was always right next to it..
