This is absolutely not true. Dealers who are active on various Corvette forums have weekly Z51 allocations. Your dealer may not be able to get any as they are harder to come by but they absolutely do exist.
My own car (Z51, CF roof) was at 1100 status until Thursday and then went to 3000 status which means accepted by production control. That is, my order with Z51 is picked up and will get built. It may still be a bit of a wait but these cars are, in fact, being built.
