With the openings between the rotor and the hub not blocked by the cooling rings the air supplied by the brake cooling ducts, just blows thru and doesn't do much cooling. With the openings blocked, the air is forced thru the vanes in the rotors, cooling them, like in disc brakes with one piece discs.
