That offer is good until Sept 30 and you must take
delivery of your car by then, either physical or on
paper. If it's not built, you are out of luck. If it is
built but the dealer hasn't been invoiced yet, you
are out of luck. The offer goes out to select people
based on some criteria determined by GM. If you
didn't receive it, your dealer can check the manifest
list to verify if you are on it or not. Otherwise, like
any offer like this or rebate from GM, it's doesn't cost
the dealer anything to pass it along to you
