What are you looking at doing with Photoshop? I have a good 5 years of experience working in it but haven't used it in 2 so I am a little rusty but know how to do photo manipulation.
I know photoshop can get expensive so are you open to alternatives? There is a Linux alternative called Gimp that for being free is great. It has most of Features a novice will use in Photoshop. And they do make it for MS windows so you don't have to run Linux to get it. I have CS5 but now you can actually no longer buy the CS programs anymore once CS7 comes out you have to do their creative cloud subscription.
I am under the assumption you don't have a copy of Photoshop now and don't like to use P2P sites so if I am wrong on either of those you can basically disregard the last paragraph lol.
