Road maintenance is often paid predominately through fuel taxes. If fuel taxes don't go up to match the increased cost of materials and workers, you end up with work simply not being done at all or cheap fixes (like hand shovelled asphalt patches and plywood 'concrete catchers' under bridges) instead of proper ones (replacing the roadway).
