They're supposted to be images, usually some sort of animated gif. They help convey feelings of amusement, anger, frustration, or other emotion that a user might have upon reading a post.
The two you posted by name should show up like this:
(a smiley on his back with a huge grin rolling back and forth) and this:
(a kinda mohawked guy wearing sunglasses and shaking his head, giving the metal/headbanger/devil salute -clenched fist with pinky & index finger up)
