No, it's probably correct. Traffic increased dramatically in the L.A. area in the late 70s and early 80s. It wasn't until much later that the highways were expanded greatly. Even now I would venture to say that the average speed is less than 45 mph.
During my morning commute my average speed is only 21.5 mph. (According to the DIC)
