The auto industry must be even weirder than I thought. We tell our vendors what we want and how many. It's their job to come back with bid that includes enough unit profit to cover their setup costs. The contract generally alows them to bill us those cost if we cancel mid project, but we're not paying anything worth talking about until the goods ship.
As to the cop market, an LS or LT1 with the SS powertrain and a bigger alternator would get you most of the way there. Probably have to ditch the console shifter, wish they'd go push buttons + paddels.
