He's talking about Cloud, which isn't due out until next year. Even then, I've not heard anything about the PS3 having access to it. Even then, you would still have to save the saves onto the system so it wouldn't be much difference then just saving them to a USB.
The add-on content is already stored on your account. For them to work you would still need to install them onto the system.
