The point is to get the top of the wheel "flush" with the bottom of your wheel well. In order to do that, you need to change the camber so the wheel is tilted. That style evolved to see how angled people could get their wheels. The stretched tire look is something completely different, and I have NFI why or what purpose they serve.

I think he's talking about the sidewall of the tires not the suspension set up, but I could be wrong.
