Now, I don't know how else to say this, but I mean it respectfully...

Are you saying that the officer in question couldn't find the open end of the fence? The suspects tail lights were still in view as he sped off, so the fence opening had to have been close IF there actually was an opening to begin with. The suspect found the opening using less lights than the officer had. But... could be a rookie....
