Maybe the police on here could give me a possible explanation why I see cops doing this all the time. Is there ever a reason to speed that excessively without your lights on? And I thought it was illegal for them to speed without their lights on??

Perhaps this is one of those deals where you have seen this twice in a short period of time and it seems like it happens all the time. I challenge you to count the amount of times you see an officer doing his/her duty and abiding by all traffic laws in the next two weeks. Then, compare that to the relatively few times you see them seemingly breaking the law for no apparent reason. Maybe after this, you may realize you are over-reacting.
