I can't say for sure since you're in a different state. I'm in Illinois and even in Illinois it varies from department to department. If I wrote a warning for the no plate in my town, you would get a ticket if you got a second warning within 5 days. If you made it past the 5 days, you'd be home free. No other department in IL or out of state would know you got the warning in my town.
