That page is kinda strange, It doesn' really reflect what a mod can and can't do.
I know that Tag, Dragon and moose can see things I can't, Menus items and such. I think Tag and Moose can IP ban people while the rest of us can't.
All of us can give infractions to members. I know I couldn't ban people for the first few months I was a mod. Now all mods can ban from the get go...
Basically Tran can dole out permissions to us as he sees fit.
