yep, happened in the 80's. back then, the mentally ill were forcibly institutionalized. but groups like the ACLU decided it was cruel and not fair, and basically got the laws changed where unless it was proven someone was an imminent threat to themselves or someone else, they could not be held. that basically led to the release of most mentally ill persons, and the closing of most mental health facilities. they in turn, ended up on the streets. not 90%, that's hyperbole. but it is somewhere between 40 and 50%, depending on the city and the study.

we now have a system where the mentally ill can not be forced into treatment, taken off the streets, or even forced to take their medication.

this was all in the news after sandyhook. how we had gone from one extreme to the other
