It has the mace 25mm spacer already installed without a gasket, it looks like it was rtved on. I bought it from usafboy and mace installed the spacer so I think its on there good. Do I reuse the stock gasket on the bottom?
I mainly need to know what tools I need though, something about a 13mm swivel wrench?

Yes, the OEM gasket is re-used. You have to cut off the locating-bosses from the top of it since there is no hole to accept them in the bottom of the spacer.
A wrench like this helps quite a bit for the two rear horizontal bolts:
