If there is no witness to the accident it doesn't matter how long the skid marks are.
"You see officer, a (insert animal, dog, deer, raccoon or kid on a bike) pulled out in front of me."
The problem is, the person who did the rear ending needs to be far enough behind to react if
any emergency happens. Because there are legitimate times people have to stand on their brakes without warning. This is why I never tailgate, especially not a motorcycle that stops in less distance than a car to begin with.
Besides, what car with ABS leaves skid marks anymore, not that skid marks matter.
