I'm selling my 1983 K5 Blazer. 3 inch lift and 33in tires. You won't have to worry about him getting into trouble with it. It's got a 4 speed manual (L plus 1-3) and is slow and it only gets 10 miles to the gallon. So when he can afford the gas for it, he won't be getting any tickets. Lol.
On the serious side, watch out for lifted Jeep Wranglers with auto trannies. The older autos weren't that great and don't last long with a lift and big tires. The Toyotas are pretty dependible and not to hard on the wallet. That might be your best bet. Nissans a little less dependible then Toyotas, but still not bad. I had a couple Mitsu Monteros. Decent SUV's, but not a lot of aftermarket parts for lifts and such on them.
