I wouldn't doubt it's real, cops here give tickets for leaving your car running unattended.
Never heard of it until the other day, a cop came into the store asking whos car was running outside, told the guy it was inviting theft and would be a ticket next time.
Felt bad for the guy,he said he left it running cause his starter was going and he was afraid it wouldn't start again if it shut off.
Not exactly the same thing as you OP but it seems LEOs are really reaching for stuff to bring in the extra cash.
Hmm maybe we can make a case for dark window tinting, we can claim it's a theft deterrent
