Well it is kind of a tax i suppose... if you don't pay it.. bassically your not allowed to own a TV... if your caught you can be fined or even sent to prison!!
The BBC like all British TV Channels are regulated by a government body (OFCOM)... they are there to ensure the "quality" of the programmes aired, deal with grievances etc.
But they can't dictate the opinion / content.. only police it!!
