Put simply, yes, that would be an accurate interpretation.
The first two are facepalm worthy, the last part about "paying people off" doesn't bother me. In that case, it takes two to tango. The victims family obviously felt that their son's was worth a dollar amount, so they accepted it. If they felt otherwise, then they shouldn't have accepted the money and stayed true to their morals.
