Buying firearms with the intent to sell them requires a FFL (01 or better). Buying a lower and building it into a complete rifle for resale also requires you to pay the excise tax that wasn't paid on the lower by itself. I bought them instinctively. Had no intentions to sell them. Was showing one to a buddy and he made an offer. The other I will use for a short while then sell. Nothing illegal. Thanks for trying thought.
