For the most part, they are limited by the vats availible at the existing paint shop -which often has to be shared with other vehicles built at that plant. Revamping the facilities to add more options is an expensive process, and I imagine that relatively few people decide not to buy a car because a colour isn't available.

Thats said, I'm kinda surprised that automakers haven't more fully embraced tintcoats as a way to expand the colour lineup for a car. Done right, a single tint could add a bit of variation to handful of otherwise plain colours.
