If you're going through USAJobs, which I assume you are, make sure to use their resume builder feature and don't just upload your own. There are critical things that must be in the resume that are usually not for civilian jobs. The resume builder in USAJobs will force you to put in the required information.

Also, a federal resume should be around 3-5 pages long, and should clearly illustrate that you meet the minimum qualifications. Start by analyzing the job posting thoroughly and viewing the questionnaire. If you can't answer the questions on the questionnaire with C's, D's, or E's, you will most likely not be best qualified for the position.

Also, check out the OPM website. OPM manages the hiring process, job codes, etc for government jobs. You can find all kinds of core competencies for the series and grade you are applying for.
