All of DoD has a hiring freeze right now. Under the federal service your resume can be as long as you want, so don't follow the one page rule...as many pages and as much information as you can. Different agencies use different HR Info Systems. The newer systems make you answer questions and if you answer that you're an expert you need to explain where in your resume your expert experience is (dates and title will usually do).
