Automatic weapons are not banned in the USA. They are "NFA" or "National Firearms Act" weapons, commonly called class III. Not to be confused with "FFL 03" weapons.
Your local PD cannot issue a permit for them. They are regulated on the federal level, by national register and through the BATFE. They issue a tax stamp for the weapon. Local laws and ordinances still apply
