the nose was put on to cut down on drag. basically, chrysler/dodge/plymouth had to do one of 2 things before the next racing season.
1. add 85 hp to the motors they were running (which wasnt feasable)
or
2. reduce aerodynamic drag on the cars.
ironically enough 2 different engineers came up with nearly identical front nose clip designs when the project was started. (and they werent in contact with each other till after they came up with the ideas)
as for the wing, due to the high speeds that the cars were attaining, their rear wheels were losing traction around corners and such and the spoiler was put on.... then raised... and raised... and raised some more.
