Over-inflated mileage numbers, particularly on hybrids and crossover SUVs, is already a well-established trend.

Excellent point. In my experience, 10% ethanol reduces fuel economy by closer to 6%. Both are available near me, and I've been able to test both fairly extensively over a range of cars.
