Camber. And its perfectly normal for an oval racer to have positive camber on the left side wheels. They have negative camber on the right side. This is done because when the car goes through the corner weight is transferred to the right (out) side. With 0 camber, the left side of each tire would pull up & there would be more weight placed on the right side of the tire, reducing grip & accelerating wear. So they slant the wheels such that the top leans toward the centre of the track, thus allowing things to even out when taking a corner at 170 mph.
