This is true, and it was a full lap which included the entire pit road back to the start line, where Jan Magnussen would immediately transition into a cool down lap before trying again from a standing start.
You don't think a suspension package alone with no power modifications cut off an entire 20 seconds from the Z06 'ring time alone do you?

The improved Z06/Z07 lap time was also due in part to the fact it was a flying lap time...which is standard form for most automakers these days.
Even if you take the times at face value, the original Z06 lap time was run on the inferior Gen 1 F1 Goodyear tires. Tadge Juechter the Chief Engineer of Corvette speaks at some length about why the Gen 2 tire was developed and how superior it is to the Gen 1. Basically the Gen 2 F1 tire was developed for the C6Z06 specifically. This link has Juechter talking about the how much better the Gen 2 is than the Gen 1 on the Z06.

I wouldn't say that, a lot of effort went into the ZL1, I have no problem saying both cars are in the same ballpark.
But I know I know...so says the guy with the Z06 right?
