Federal law affects the whole united states. There ARE NO TICKET QUOTAS. Some people just don't listen. The only "quota" a department can place upon an officer is "traffic contact." Means you have to pull X amount over. It's always such a low number...it's retarded. Five a month. Really? They can NOT place a write X amount of tickets. We have guys who have never written a ticket in their career here. Some don't believe in them. My agency has no quota on traffic contact. Highway Patrol has a five a day contact...meaning warning or citation....and that's the highest I've ever heard of. All they do is work traffic and accidents. No family violence, no alarms....nothing else. Five in eight hours? Cake. Piece.....of cake.
Traffic contact means we want people stopped. What you do is your decision after that.
