Regarding the hood, it's the scoop (and pins and such) that is rice on the Neon. The hood is just a hood without that scoop (and without the pins and such).

I've never liked that style of 3rd gen spoiler. Back when they were new, the ricer issue didn't exist (the closest term at the time, "rice burner", merely described the place where the car was manufactured).

I agree about your wheel example. That fits the exception I mentioned for tacky wheels, as well as the fundamental concept of functionality or lack thereof -- in this case, actually reducing functionality. I'd hate driving something like that, as I said about nonfunctional wheels.

The upsizing of wheels is itself rooted in performance modifications, but style has long since overrun any handling gains available from such a strategy.

I also agree that spoilers are non-functional, which is why I said that they're non-functional. The ones that don't attempt to resemble anything used for racing and are understated tend not to seem ricey to most people, myself included.
