wheels can be rice. perfect example, a good friend of mine has a cobalt LS with 16" wheels. he tried out a set of 18" "blingin" rims and lost time at the 1/4 and added braking distance. couldnt even spin the tires, so he switched back after 3 days of having them (thankfully)
Granted, there are some really tacky wheels that most people would consider rice, and they are an exception to the usual rice requirements.
Hood: Totally functional. Keeps rain and debris out of the engine bay, prevents people from stealing your battery, etc. Having a hood does not differentiate a race car (or ricer) from a family sedan.
hoods can be rice. see below for example....lol
Spoilers: Small OEM ones tend not to look like anything that is putting on a pretense of making the car look faster. They are non-functional but not really ricey.
Big useless wing on the rear of a FWD car: Non-functional, made specifically to look like something from a race car. Rice.
spoilers arent totally non-functional. most dont provide enough downforce to be significant, but they do function.
Paint schemes: Depends on the particular scheme. If it's painted to look like a race car but does not participate in races, that is rice.
what if its painted to look good? define race car paint job. lol
Halo headlights: Have nothing to do with race cars. Also, the halos on the Camaro function perfectly well.

this hood still protects from rain and all that (cus the "scoop" isnt cut open...yet), but its still rice
