Not sure how tenant laws are in your state, but here, if you don't have a signed contract with the person, then they are not legally obligated to pay anything.
However, on the flip side, you are not legally obligated to allow her to keep living there, either. So, tell her that if she doesn't start helping out with bills, her stuff will all be packed up neatly and the locks will be changed.
