Ya you can sue the Government, but good luck. Sovereign Immunity was pretty much done away with for the states but the US still enjoys a great deal of protections.
From what I've read, I would expect that the surviving corporation would deal with the brands that still exist for large liability losses. The surviving corporation would also deal with warranty work on the dissolved brands. Some form of insurance pool (likely formed with federal dollars but not specified) would be formed to provide protection for the surviving corporation against claims made on the old corporation.
