Yes and no. The actual level cap is still 60. Once you get to 60, you start gaining experience towards the new "Paragon Levels". There are 100 of them, each one increases your base stats similar to levels 1-60, and you gain 3% GF/MF base per level. So by level 100, you'll have the GF/MF cap of 300% (before Nephalem Valor) and have no need for GF/MF gear. These new levels don't award any new skills though, just stats and GF/MF.
