I've heard this from a lot of people, but I don't know what that means.
yeah, you can do it at every light. although if you are on a flat surface and won't roll back, then you can release the brake, and just ease off the clutch until you feel the car catch.

don't ride the clutch means if you are going downhill, don't put the car in neutral and keep your foot on the clutch. lots of people do this.
