No, if that was tge case, the best car would be a lotus exige. It isnt. The end all is whoever buys these cars and decides they wanna mod them tastefully to balance them out. The zl1 needs more power to fully outgun the gt500 and the gt500 needs wider tires with better springs and sway bars/end links to handle better.
Stock, neither is a total winner vs the other, but just like 1964, the real winners are those that balance out their cars with tasteful mods. Prochargers then for pony cars, handling mods for muscle cars. Now, people even mod their houses with jacuzzi's and so on, those people win over home owners that pay a ton more for houses with those features.
Guys that leave em stock lose out to those that balance the cars. That said, neither car is bad in stock trim, so it's not really a big deal but obviously, faster is more fun/enjoyable.
