Go check MPAA as they can use all the swear words and show full nudity minus the crotch in PG-13 films (Kate Winslet bare breasts in Titanic) It seems to be more along the lines of G rated as you can't say chit or show people in underwear here both of which are allowed in PG films.
Most forums have rules no different then this when it comes to adult content. Its not the wild west anymore as these forums are a money making businesses with sponsors and advertisers to keep happy. I'd say these R rated forums you talk about are more along the lines of PG if you check out the MPAA ratings.
