The Torsten, double adjustable shocks, and aforementioned gearing, tcs, and lc will easily get the gt500 around a track much faster than a boss.
Now also factor the '13 has huge braking upgrades, and no less than 112 more hp... Plus a carbon driveshaft that helps tremendously with accel/decel physics and static acceleration. The car has plenty of go fast updates.
It also has more downforce and better lift control. In short I could go on for another 500 words but the 2013 has more than enough go fast parts to surpass a boss and likely close that ~2 second gap between the zl1/boss.
Now how easy the common driver can exploit these beasts? The zl1 wins but that's to be expected. Pro vs pro, I think the savage gt500 does have the tools to have an edge but it's a matter of having the guts to manhandle a 662hp solid axel car right to its limits without mrc to ease the burden of undulations and unforgiving surfaces.

On a tight technical track I'd take the Boss. Anything with a long straight, I'd take the GT500. Depending on the track the Horsepower or balance can shine.
