What don't I understand about the laws of physics to make a 100 mile battery operated car? I think you need to read a little more:

As far as stimulating the economy with an
unfunded mandate , so there's a hint of sarcasm there. An unfunded mandate means the feds says the state has to make this happen, then they (the US) DOESN'T spend any money. Then the states work out charging stations with contractors using tax breaks and fee schemes. Then more powerplants get approved because they have to be. <----"small boon" to the economy.
