In principle I agree with you.
However, Something to consider. No Car company can meet the CAFE Standards as of now. And GM is actually the closest and will be even closer when the Volt is released.
But, I agree with you that this is something that could make GM more competitive. But it won't be easy. My big problem is that CA is now represents the majority of this country. And the current administration seems to be making it more costly for the Big three to do business... CAFE won't be cheap... Seems to be going against the grain with all the financial woes of the Big three.
