There is a formula used to get an average of MPG per class of vehicles. The averge of the class must adhere to the requirement. If some of the vehicles are gas guzzlers, then other vehicles in its class must make up the difference. The catch is that it's also based on number of units sold. The more guzzlers sold, the harder it is to be in compliance. That's one reason that cars like Vetts and Camaros are limited on production compared to others.
