CAFE puts trucks as a separate fleet from cars, and in fact, CAFE is to blame for the proliferance of SUVs now. When CAFE came around, people were buying big cars; manufacturers made smaller, less powerful cars to try to meet CAFE requirements. People still wanted to drive something big so they bought trucks. Soccer moms needed full size wagons but they weren't available, so the minivan was invented, but that was so lame that they looked for something more. Manufacturers saw the trend beginning and nurtured it until it became normal for every soccer mom to drive something similar to a cap-equipped pickup.
Also the fleet average number is not based on the same numbers you see on the window sticker. The CAFE numbers are way higher than the estimates presented to the consumer.
For example, a 2009 Malibu. Its CAFE highway rating is 46.8. Its highway rating on the window sticker is 33.
