I don't know what you're reffering to. But its pretty easy to under rate an engine if you don't follow the SAE testing procedure.
Also, there is quite a difference between saying that an enigne
must be underrated based on a single dyno run & speculating that another one
could be underrated to as a possible explanation as to how the car performs better than it should.
