They're sold in the US as government fleet/police vehicles. They're sold overseas to anyone. Hell, it's sold in China as the Buick Park Avenue.
In Australia (where the car was developed), it's the Holden Caprice.
In the Middle East, it's the Chevrolet Caprice.
In the US, it's the Chevrolet Caprice Police Patrol Vehicle.
