I just looked into it, and the Elite account is free and can be created and linked to your xbox live account. This can be done online via computer or on the Xbox 360. However, the Elite Premium membership is the one you have to pay for and it has all the maps, various services, etc. There is a comparison on their website that shows the difference between the free account and the premium.
