Because they plan on having 2 full size sedans on the Chevy lineup: a FWD Impala, and a RWD car (possibly with the Caprice name, possibly something else).

And why stick with FWD for the Impala? Well most people either don't care or they prefer FWD (usually citing fuel economy and better for snow, while getting a strange on their look if you mention vehicle dynamics).

Also, please keep in mind that we don't know for certain that this even is an Impala SS. Its an Impala with a covered up nose. Anything beyond that
